High Intensity Elevated runway guard lights are designed to draw attention to the hold short line, the area where a taxiway meets the runway, particularly in low visibility conditions to help avoid incursion onto an active taxiway/runway. They are usually a of pair of two flashing yellow lights that are positioned at each side of the taxiway at taxiway/runway intersections and are required by the standards (MADS & ICAO 5.3.22)
